This is the new experimental scheduler I've designed.
A so called "staircase" scheduler.

Aims:
Interactive by design
Low latency
Low overhead
Fairness
Simplicity
Predictable
Nice is very nice
Good scalability

Currently it is stable and all known issues are addressed. It is now
for public testing. Latest patch as of writing this is v5.2. Make sure you
download any incremental patches to get to that version for testing 
(eg 5-5.1 will take you from v5 to v5.1).

-staircase is a full patch against 2.6.4 that includes most of the sched_domains
	from the -mm series.
domains-staircase is a patch against a tree that already includes sched_domains
	(like an -mm patch).
2.6.5-rc2-mm2-stair is a patch against 2.6.5-rc2-mm2
		
Please feel free to try them out and send me feedback.

I'm unfortunately going to be away till the end of May so will be unable to
continue work on this until then.
